FSAs, HRAs, Self-Insurance, and COBRA Services

Flexible Spending Accounts (FSAs) and Health Reimbursement Arrangements (HRAs) are great ways to make the most out of your employees’ paycheck. The money they earn goes straight to their FSA or HRA before Uncle Sam has a chance to take his share, putting more of the money into their “take home” pay.

To make it easy to access their FSA or HRA elections, employees should sign up for a WEX Health Card, which puts their FSA or HRA funds straight into a debit card format they can use for approved plan expenses.

PIOPAC now offers Self-Insurance Medical Options as well as COBRA services.

Flexible Spending Accounts (FSAs)

A Flexible Spending Account or FSA allows employees to use pre-tax earnings to pay for eligible out-of-pocket health care expenses and dependent care, potentially saving you hundreds of dollars while reducing taxable income. With a little up-front planning, participants can use FSA to pay for a wide array of out-of-pocket healthcare and/or dependent care expenses, such as:

  • Doctor co-pays
  • Over-the-counter drugs and prescriptions
  • Chiropractic treatments
  • Prescribed weight-loss programs
  • Eyeglasses
  • Orthodontia
  • LASIK procedures or eye surgery

Using FSA, employees can hold on to more of their paychecks in an easily-accessible account. Once they enroll, the entire amount estimated (not to exceed plan limit) for healthcare expenses for the year will be available on the first day of the plan year. All they need to do is plan ahead, budget, and enroll! (Enrollment is required every plan year for continued participation.)

Save on Before/After-School Care, Nursery, and Preschool

Working parents? Did you know employees can use their FSA to pay for childcare? Simply estimate costs for those services for the coming year. Complete the enrollment form (IRS maximum per year is $5,000 for married couples and $2,500 for parents filing separately) and elections will be divided by the number of pay periods for the plan year and will be deducted automatically from paychecks before taxes are calculated.  Now participants can save for something they pay for every month and use the extra money they take home for other things.

Health Reimbursement Arrangements (HRAs)

A Health Reimbursement Arrangement (HRA), also called a Health Reimbursement Account, allows you to use pretax employer payroll contributions toward non-reimbursed healthcare expenses, with the ability to carry unused funds forward.

An HRA account may reimburse any or all of the same expenses as a Section 125 Health Flexible Spending Account (FSA) and reimbursement of qualified medical expenses are tax-free. Unlike a Health FSA, where the IRS requires the annual election to be available on the first day of the plan year, only a portion of the HRA limit is added to each account once per month or pay period. You can start an HRA at any time; contact your employer or plan sponsor.

Types of HRAs:

  • Bridge Plan: Pays a portion of the deductible on a high-deductible insurance product.
  • Comprehensive Plan: Pays all medical expenses not covered by insurance.
  • Limited Plan: Covers only a limited benefit area like, dental, vision, or prescriptions.
  • Insurance Only: Pays a specified amount toward an individual or group insurance premium.

What Expenses Can Employees Pay For Using Their HRA Plan?

Depending on the kind of HRA employer offers, participants can use their HRA to pay for various medical expenses not covered by insurance. Typical expenses include:

  • Doctor co-pays
  • Deductibles for physician office visits, dental and vision care providers
  • Over-the-counter drugs and prescriptions
  • Insurance premiums
  • Individually-owned policy premiums
  • Long-term care insurance premiums

WEX Health Card

The WEX Health Card puts your FSA or HRA money in a debit card format you can use to pay for any of the direct expenses approved and eligible for reimbursement.

The card is loaded with the available funds; you pay your required co‐pay or share and the provider receives the balance of the payment directly.

A few important notes:

  • You can only use WEX at businesses set up with a Merchant Category Code classifying them as providers of medical goods/services or those set up with an IIAS Inventory Control System.
  • When swiping your WEX card, select Credit instead of Debit.
  • You can’t use WEX to get cash intended for healthcare payment
