Our Story

PIOPAC got its start in 1990 when Tennyson Lum, Sr,. was expanding into new territory as a
premium facilitator for AFLAC. The company wanted to make sure its premiums were collected
and submitted, and from that necessity, PIOPAC was born. It successfully marketed several
million dollars of annualized premiums over the next 10 years, with large clients including the
American Samoa government and local canneries, including Starkist.

Soon other local insurance companies noticed the company’s track record and PIOPAC
brought on new carriers as well as product offerings, including Alliance and Transamerica.
PIOPAC is still headquartered in Honolulu and has expanded to Guam, Saipan, Palau, and all US territories. PIOPAC still remits premiums for the governments of Guam and Saipan, as well as hundreds of private-sector accounts, unions, associations, and affinity groups.

PIOPAC operates coast to coast in the continental US, and continues to expand into other US
territories such as Puerto Rico and the Virgin Islands, with offices Honolulu, Hawaii; Portland,
Oregon; and Las Vegas, Nevada.

PIOPAC continues to offer groundbreaking solutions for clients that stand to benefit from cutting out payroll deductions while adding other participant services.
